USB-UIRT not working on my computer.

The USB ports on my Sony Vaio works on other devices; but when I connect the USB-UIRT to it. I get nothing. The red light does, not flash even at close range.
I used the same USB driver. I have the 5.4 firmware installed on the USB-uirt. What gives?

I have it plugged in and It shows up in Device Manager under USB controllers as "USB_UIRT Device". When I use 'lrnhelper.exe' I get.....
Unable to communicate with USB-UIRT device! Please check connections and try again. If you still have problems, try unplugging and reconnecting your USB-UIRT. If problems persists, contact Technical Support!
I've moved to all the USB ports on the computer with no luck.
