Is my UIRT dead?

My UIRT stopped reponding to channel change requests from SageTV. It has been working fine for 6 mos. until I reinstalled Sage. Then it would only change channels on zones 1 and 2. I completely removed/reinstalled/setup Sage once more, and and now it won't send to any zone. Since, I have checked all cable connections, removed the UIRT from device manager, scanned for new devices and re-installed the latest drivers but still nothing.
Is there a simple SW that can manually send codes via the UIRT for troubleshooting. I need to know if something is wrong with the UIRT or Sage.
