DirecTV D-200 Transmit Problems

I am using the USB-UIRT with linux and lirc 0.7pre7 patched to support USB-UIRT. I am trying to control a DirecTV D-200 box.
What works:
Capturing the remote keys seems to work. I capture each button. Using irw I can receive all buttons.
What's broken:
Transmitting the codes to the D-200. This is using the same codes that the USB-UIRT recognizes from the remote. The D-200 has a green light that shows when it is receiving a IR signal. Mucking around with carrier frequencies, some cause the green light to blink, so don't. The USB-UIRT's red light always blinks, so it is transmitting something.
My random theory:
The remote is transmitting at 56kHz. The different signals are unique when viewed with the 34-40kHz LED (I do not have the 56kHz LED), so receiving the remote's signal works. Just a random theory.
I know linux is not officially supported, but I do not have any software on windows to test this. If free software exists to capture and transmit signals on windows I would be happy to use it to debug this problem.
Or...if someone has a lircd.conf for the D-200 (or possibly the D-100) that works for transmitting I would love to get that. My e-mail is hendryjh -> yahoo.com.
I would love to get this problem resolved so I can record more than one channel when I am away from home
