USB-UIRT and Teaching Remotes Discrete IR codes

Is the USB-UIRT able to send out the discrete IR codes to a remote such as the Sony RM-AV3100 in "learning" mode?
For example I have the Samsung HL-P5063W DLP television which supports discrete IR codes. These are IR codes that, when sent to the tv, allow the tv to automatically change to a specific input, power on (not toggle), power off (not toggle) etc.
However most of these remotes do not allow you to type in these codes by hand so they have to be learned from somewhere, usually a PC it seems and I imagine that the USB-UIRT should do this fine but I wanted to check here to be sure.
