Sage can be a bit confusing because it supports *both* transmit and receive functionality of the USB-UIRT.
The *RECEIVE* functionality allows you to use any remote you have to navigate Sage (from your couch, etc.).
The *TRANSMIT* functionality allows Sage to tune an external cable or sat box.
For now, we'll concentrate on the TRANSMIT functionality. For this purpose, the only remote you need to worry about is the Dish remote you have (in case you need to have Sage 'learn' your remote's codes).
To set up Transmit in Sage, you'll need to go back through Sage's setup wizard. When you select your capture device (PVR-250), Sage will ask you whether you're using Antenna, Composite, or S-Video. Since you're using Composite or S-Video to get the video from your Sat/Cable box, pick one of these. Nest Sage will ask you if you have a tuning interface. Here you'll be able to choose the USB-UIRT from a list. Sage *might* then ask you what port to use, in which case any answer will do.
Next, Sage will ask you to select the model of Sat/Cable box you have. Pick yours from the list. Since you have a Dish receiver, you should be able to pick another Dish model from the list (most Dish boxes use the same codes). Sage will then give you a screen where you can test the digits if you'd like.
Once you've finished setup, Sage should be able to tune your Sat box. To try this, go to Live TV and channel up/down in Sage and watch the USB-UIRT. You will see the LED blink several times as Sage sends out the 'digits' to your Sat box.
