PowerToggle button on Panasonic TV

Has anyone come across this before. My USBUIRT is all working fine with various TVs, Satellite boxes and even my iPod around the house through an IR distribution amplifier driven by HomeSeer.
With my relatively new Panasonic TV (a CRT model) I can control all its functions EXCEPT the Power On/Off toggle. This "learns" fine into HomeSeer but on issuing the signal from Homeseer the TV IR sensor light blinks but has no effect on the state of the TV.
I have noticed that you have to hold the Power button on the normal remote for a second or two (more to power on) for it to have the desired effect on the TV so I have increased the repeat count in HomeSeer in various stages up to 100 with no beneficial effect. I have also tried issuing the command multiple times from HomeSeer in one event string - but no joy!
I've read about "Burst" mode - do you think this is what the Power button uses? If so how do you think I might be able to get it to work properly from HomeSeer?
Would appreciate any ideas on what else I can try.

Per our email discussion, I believe there might be a bug in the HS plugin which makes the repeat override setting not work. What version of HS are you running?
